多社会条件约束下的电网建设适应机理探析

当前我国电网建设正处于快速发展时期,如果发展的速度超过社会可接受的程度,就会产生各种各样潜在的社会风险与社会冲突,从而影响电网建设项目的经济效益、生态效益及社会效益.全面社会责任管理是一种社会价值目标综合管理与评价模式,是对主流倡导的传统股东利润目标(单纯经济效益目标)管理与评价模式的根本变革.当前多社会条件的电网建设环境下,运用全面社会责任管理有利于及时发现与评估电网建设过程中潜在的社会综合风险,防患于未然,及时高效地将电网建设项目过程中潜在的社会综合风险消除在萌芽之中,为实现电网建设项目又快又好的发展奠定可持续的发展基础.
Adaptive Mechanism of Power Grid Construction Constrained by Multi-Social Dimensions
Currently,China experiences rapid development in power grid construction.However,if the development speed surpasses the social tolerance,it would ultimately lead to various social conflicts and risks,thus affecting the economic,ecological and social benefits of power grid construction projects.TRM model,a kind of comprehensive model with target on social value,is the fundamental change over the mainstream traditional shareholder profit-oriented model (with pure economic benefit target).In the current power grid construction environment with multi-social dimensions,the agreeable harnessing of TRM model is conducive to timely detection and evaluation of the forthcoming social risks in the process of the grid construction,so as to achieve integrated and sustainable development of the grid construction.
