天然气发电三部制上网电价制定方法研究

研究了天然气发电对火电企业、电网以及用户的静、动态效益,分析了一部制电价、两部制电价和分时电价机制等在反映电厂静、动态效益方面的局限性,针对天然气电厂的综合效益提出了三部制上网电价制定方法,该方法分别通过容量电价、分时电量电价和补贴电价来分别反映天然气电厂的固定成本、变动成本和天然气电厂调峰、调频、备用等方面的综合效益.三部制电价能全面体现天然气电厂的价值,从而有效提高其财务生存能力,算例给出了2×300 MW等级联合循环燃气机的三部制电价方案,并通过经济性评价验证了其合理性.
Three-Part Electricity Price System Design for Natural Gas Power
This paper studies the gas power plant static and dynamic benefits to the thermal power plants,the power grid and the electricity users.To confront the limits of one-part price,two-part price and TOU price in reflecting the static and dynamic benefits of gas power plant,three-part price system is proposed.Three-part price system consists of the capacity price,the energy price and the subsidies price,which can reflect the fixed costs,the variable costs and the static and dynamic benefit of the gas power plant respectively.It comprehensively reflects the value of the natural gas.power plants,and effectively improves their financial viability.The calculation result of 2 × 300 MW combined cycle generating units and economic evaluation have verified the rationality of three-part price system.
