An Analysis of the Changing Path and Motivation of Urban"Toilet Revolution"Policy——Qualitative Comparison Method(QCA)Analysis Based on Multi-source Flow Perspective
The construction of urban"public toilets"is another important part of the implementation of the current"toilet revolution"policy,and it is also an important indicator of the high-quality development of ur-ban human settlements.The research constructs the research framework from the perspective of multi-source flow,applies clear set qualitative comparative analysis(csQCA),takes the policy change of urban"toilet revolution"in city X as the outcome variable,and takes public toilet standards,national media,local media,online media,national policies,leadership instructions and representative proposals as the condi-tional variables to explore the driving path of urban"toilet revolution"policy change in X city.It is found that:(1)national policy is the necessary condition for the policy change of"toilet revolution"in X city;(2)The combination of the five paths is a good verification of the multi-source flow policy change theory,a-mong which the toilet standard,national media,local media,online media,national policy,governor's con-cept,leadership instructions,representative proposal or expert suggestion combination is the path with the highest explanatory power;(3)Using QCA method,this paper compares and analyzes the key sources of different policy change paths of"toilet revolution",which is a contribution to the further application of multi-source flow theory to analyze policy change.
