Quantitative Evaluation of China's Pollution and Carbon Reduction Policies——Based on the PMC Index Model
Based on the perspective of policy making,this paper utilizes the ROSTCM tool to construct an evaluation system for pollution and carbon reduction policies,and uses the PMC index model to quantitative-ly evaluate the 40 pollution and carbon reduction policies issued by the central government from 2011 to 2022,and selects six representative policy samples to further draw PMC surface diagrams for multi-dimen-sional analysis,so as to provide reference bases for the implementation,adjustment,revision and continua-tion of the new round of policies.The study provides a reference basis for the implementation,adjustment,revision and continuation of the new round of policies.The results show that:(1)The overall design of pol-lution and carbon reduction policies is reasonable,and the average value of PMC index of the 40 policies is 6.49,which is acceptable in the overall evaluation.(2)There is still room for improvement in pollution and carbon reduction policies,and the disadvantages of the six representative policy samples are more obvi-ous in the four aspects of policy timeliness,policy object,policy incentives and constraints,and policy guarantee.Based on the quantitative evaluation and analysis of the existing policy system,optimization and improvement strategies are proposed in the four aspects of policy timeliness.
