From the"Eleventh Five-Year Plan"to the"Fourteenth Five-Year Plan":Evolution andTransition Logic of Equalization Policy of Basic Public Service in China
Since the implementation of the"Eleventh Five-Year Plan",remarkable achievements have been made in the construction and equalization of the system of basic public services.The system is more perfect,the service facilities are more complete,the security capacity is more stable,and the development of urban and rural areas in different regions is more balanced.Based on the analysis of policy text content,this paper reviews the evolution of equalization policy of basic public service during the period of"Eleventh Five-Year Plan"to"Fourteenth Five-Year Plan",explores the evolution logic of China's basic public service system from three dimensions of supply subject,supply core and supply mode of basic public service,with the aim of providing experience for further improving the basic public service system and raising the level of public service in the new development stage.
