深化北京"两区"与RCEP经贸合作的路径——基于沪、粤、琼、鲁的经验分析

摘要
基于沪、粤、琼、鲁四地自由贸易试验区(港)与RCEP合作的经验,通过比较分析得出:自由贸易试验区与RCEP开展经贸合作需要从自身的特色优势出发,发挥地理位置、经济基础、政策环境、产业结构优势,对标高标准经贸规则进行制度创新,打造高水平对外开放的高地.北京"两区"应以RCEP产业链重构为契机,推动高端制造业和现代服务业发展;发挥"两区"的区位优势,打造京津冀面向RCEP的对外开放新高地;发挥"两区"的制度创新优势,对标国际高标准经贸规则深化与RCEP的未来合作.
Abstract
Based on the experiences of cooperation between the pilot free trade zones(ports)in Shanghai,Guangdong,Hainan,and Shandong with RCEP,a comparative analysis reveals thatto carry out economic and trade cooperation between the pilot free trade zone and the RCEP,we need to proceed from our own unique advantages,making full use of such advantages in geographical location,economic foundation,poli-cy environment,and industrial structure,and make institutional innovations according to high-standard eco-nomic and trade rules.Therefore,Beijing should take the industrial chain restructuring of RCEP as an opportunity to promote the development of high-end manufacturing and modern service industries,and make full use of the location advantages of Beijing to improve the international cooperation quality between the re-gion of Beijing,Tianjin,Hebei and RCEP.Besides,with the institutional innovation advantages of two zones,we will deepen future cooperation with RCEP according to international high-standard economic and trade rules.
