Hebei has made significant progress in fully implementing the forest chief system,but it still faces difficulties and problems such as a lack of specialized legislation,insufficient understanding and attention,severe weakening of institutions,obvious lack of personnel,and weak collaborative combat capabilities.In order to implement the decision and deployment of central ecological civilization construction,consolidate and expand the achievements of the forest chief system in Hebei,ensure the ecological construction of forests and grasslands in Hebei,and meet the growing demand of the people for a beautiful ecological environment,in addition,it meets the requirements of the law,the development of the national forest and grassland industry,and the work of the forest chief system in Hebei,and Hebei has formulated a series of relevant documents and other provinces have legislative practices for reference,the legislation of the forest chief system in Hebei is necessary and feasible.It is recommended to clarify the legislative principles,legislative purposes,scope of application,definition of the forest chief system and forest and grassland resources,organizational system,main tasks,responsibilities of forest chiefs,law enforcement officers,forest rangers,operating mechanisms,and illegal liability in the legislation.
