The Transformation of Grassroots Social Governance Structure:Logic,Dilemma and Way-out
The transformation of grassroots social governance structure,as a starting point and breakthrough point for the modernization of the national governance system and governance capacity,is of great significance in the process of modernization of social governance.By analyzing the theoretical logic of the transformation of grassroots social governance structure,this paper elaborates on the three dilemmas faced by the transformation of grassroots social governance structure:the rational cognitive dilemma of bureaucratic order,the autonomy dilemma of the lack of public nature of structural and functional order,and the collective action dilemma of cooperative order.It expects to reconstruct the discourse,action,and responsibility relationships of governance entities,enhance the flexibility,autonomy,and vitality of grassroots social governance,resolve the triple order dilemma,achieve structural transformation of grassroots social governance,and build a new pattern of co construction,co governance,and shared social governance.
