完善收入分配基础性制度的路径分析

摘要
目前,我国全体人民共同富裕已取得明显的实质性进展,但仍存在贫富差距大、收入分配不公平等现象,对此现状深入剖析发现收入分配存在制度缺失、制度失衡等问题.具体表现为:初次分配劳动收入占比低,再分配调节贫富差距力度薄弱,第三次分配制度不健全.因此,提出初次分配完善要素市场体系,再分配提高税收的调节力度,第三次分配培育慈善事业发展环境,建立更加完善的政策体系等建议,以此完善收入分配基础性制度.
Abstract
At present,China has made significant substantial progress in achieving common prosperity for all its people,but there are still phenomena such as large wealth gaps and unfair income distribution.In depth analysis of this situation reveals problems such as institutional deficiencies and imbalances in income distribution.Specifically,it manifests as a low proportion of labor income in the initial distribution,weak efforts in adjusting the wealth gap through redistribution,and an imperfect third distribution system.Therefore,suggestions are proposed to improve the factor market system for initial distribution,increase the regulatory power of taxation for redistribution,cultivate a development environment for charitable causes for the third distribution,and establish a more comprehensive policy system,in order to improve the basic system of income distribution.
