In the early Yuan Dynasty,the Heilongjiang River Basin suffered from war and social and economic decline.After the end of the Naiyan and Hadan rebellions,the Yuan court set about restoring agricultural production:sending Han soldiers to the upper reaches of the Qilulian River(now the Kerulun River)and the Huntong River(now the Songhua River)to work with local Jurchen and Mongolian people to cultivate land,establishing the Puyi Road,the Zhaozhou Mongolian Cultivation Ten-Thousand Household Prefecture,and the Shuidada Cultivation General Administration;transferring"prisoners"from Nurgan to Zhaozhou for cultivation;Hundred-Household Zhang Cheng and other leaders led their troops to cultivate land in the Shuidada area,reaching the"northeasternmost border of Heilongjiang"region,the Chukchi Peninsula;whenever there was a famine,the Yuan court would provide relief to affected farmers.These measures effectively restored and developed agricultural production in the Heilongjiang River Basin and promoted social and economic progress.
