A Comparative Study of Policies on Ethical Governance of Artificial Intelligence in China,the United States,and Europe
The ethical issues brought about by the rapid development of artificial intelligence are not uncommon.In order to promote the orderly development of artificial intelligence and ensure its leading position in the field,China,the United States,and the European Union have introduced a series of ethical governance policies.Based on the current status of ethical governance in artificial intelligence,this article compares and analyzes the ethical policies of artificial intelligence in three regions in both vertical and horizontal dimensions.It is found that all regions have completed the top-level design of ethical governance in artificial intelligence,but they are in different stages of governance.Examining ethical governance from a policy comparison perspective can enrich the research dimensions of ethical governance.
