Research on the Reform of the Police Mechanism Under A Holistic Approach to National Security
At present,the local public security organs at the city and county levels have vigorously promoted the construction of intelligence centers,and have initially built a new policing model of"intelligence command leading,police types synthesizing,vertical penetration,and cluster tackling".However,in the course of reform,there are some problems,such as the mismatch between the mechanism model and the functional positioning,the mismatch between information management and the needs of synthetic operations,the mismatch between scientific and technological support and actual combat command,and the mismatch between the degree of specialization of the people's police and the actual combat tasks.Combined with the needs of the implementation of the holistic approach to national security,it is suggested to improve the operation mechanism of local intelligence departments and innovate the policing model from the paths of strengthening the top-level design,coordinating and promoting the authority of the intelligence center,the informatization of the monitoring and early warning system,the flattening of the command system,and the specialization of team building.
