Cyberbiosecurity,as an emerging cross-cutting type of security field,faces risks such as military threats,data sovereignty leakage,and damage to public health.There are both theoretical and practical dilemmas in governance,among which unclear legal norms,lack of assessment standards,fragmentation of governance subjects,and insufficient scientific and technological support are the great challenges facing governance.In this context,it is necessary to adhere to the concept of"Community of Shared Future for Mankind",systematically elaborate the connotation of cyberbiosafety,and put forward measures to improve the strategic planning for cyberbiosafety governance,refine legal norms for cyberbiosafety,enhance risk assessment and preventive measures for cyberbiosecurity,and increase scientific and technological inputs.
