The Evolutionary Logic and Practical Paths of Law Publicity and Education in New China
Rule of law publicity and education is a long-term fundamental work for the law-based governance in China.Accompanying the great historical process of rule of law construction in new China,it has experienced three stages:a new starting point of law and discipline publicity and education,a new period of legal publicity and education,and a new era of rule of law publicity and education.In the course of more than 70 years of development of new China,the rule of law publicity and education work has gone through the following four levels of evolutionary logic:in terms of conceptual categories,from"law and discipline publicity and education"to"legal system publicity and education",and then to"rule of law publicity and education";in terms of preaching models,from a sporty"political mobilization type"to a conventional"government led type",and then to a scientific"two-way interactive type";in terms of functional objectives,from"breaking feudal customs,stabilizing social order,and consolidating the new people's power"to"cultivating legal awareness,improving legal literacy,and strengthening governance in accordance with the law,"and then to"Enhancing the concept of the rule of law,improving legal literacy,and building a society based on the rule of law";in terms of publicity methods,from the"traditional mode of popularizing the law"to the"network mode of popularizing the law",and then to the"intelligent mode of popularizing the law".Behind the evolution of the concept,content and methods of rule of law publicity and education is the modernization and transformation of the construction model of rule of law China and the concept of national governance.Throughout the great journey of more than 70 years,the work of rule of law publicity and education has not only made important achievements,but also accumulated a wealth of valuable experience,which is specifically manifested in the following five aspects:adhering to the leadership of the Party,serving the central work of the Party and the state,firmly standing on the position of the people,strengthening the classified guidance and highlighting the focus,and adhering to the in-depth integration of the rule of law with the practice of the rule of law.
