Study on the calculation of low-carbon development efficiency and differentiated compensation in the main grain-producing areas
[Objective]This study aims to calculate the low-carbon development efficiency and carbon offset quotas in the main grain-producing areas to provide a reference for improving the compensation mechanism for the interests of the main grain-producing areas.[Method]The three-stage super-efficiency SBM-DEA model were used to calculate the low-carbon development efficiency of the planting industry in the main grain-producing areas,and the carbon compensation quotas for each main producing area were determined based on regional carbon balance accounting,carbon trading prices,and carbon com-pensation coefficients.[Results]1)From 2010 to 2020,the provinces of Heilongjiang,Jilin,Inner Mongolia,Jiangxi,and Sichuan had the highest levels of carbon sequestration,while Hubei and Hebei had the lowest levels of carbon sequestration;2)According to the calculation of the three-stage SBM-DEA model,the distribution of low-carbon development efficiency in various main production areas was rela-tively stable.Among them,Hubei and Henan are high-efficiency areas for low-carbon development,while Sichuan and Hebei are low-efficiency areas.[Conclusion]According to the calculation of low-carbon development efficiency,the carbon compensation quotas for the main production areas are the highest in Henan,Shandong,and Jiangsu provinces,and the lowest in Liaoning,Jiangxi,and Hebei provinces.Implementing differentiated carbon compensation for low-carbon development efficiency is beneficial for increasing the enthusiasm for low-carbon food production in major grain-producing areas.
