开展水库工程取用水合理性分析,对确保水库工程所在区域水资源合理开发利用、优化配置,实现节约、保护和治理的综合目标具有十分重要的工程意义。为此,结合六盘水盘州市龙山水库工程取用水合理性分析典型实践案例展开分析研究。结果表明,熟悉工程概况,首先从龙山水库工程取用水与相关政策、规划符合性分析、水资源开发条件符合性分析及配置符合性分析(主要包括水资源配置符合性和"三条红线"符合性两方面)等三方面实施龙山水库工程取水合理性分析;同时着重围绕需水预测(主要包括彝人谷旅游需水量预测与工业需水量预测)、供需平衡分析(包括一次平衡分析和二次平衡分析)及用水合理性分析(包括用水效率分析及用水总量控制指标分析)等进行龙山水库工程用水合理性分析。可为类似水库工程取用水和理性分析提供借鉴参考。
Rationality Analysis of Water Withdrawal from Longshan Reservoir Project in Panzhou City,Liupanshui City
The rationality analysis of the reservoir project water intake is of great engineering significance to ensure the rational development,utilization and optimal allocation of water resources in the area where the reservoir project is located,and to realize the comprehensive goal of conservation,protection and management.Therefore,the analysis of typical practice cases of water extraction in Longshan Reservoir Project in Liupanshui.The results show that,the project overview is familiared with.First of all,the rationality analysis of water intake of Longshan Reservoir Project is implemented from three aspects of the analysis of water withdrawal and related policies,the analysis of conformity of planning,the analysis of water resources development conditions and the analysis of conformity of allocation,which mainly includes the compliance of water resources allocation and the compliance of three red lines.At the same time,water demand forecast,supply and demand balance analysis and rationality analysis of water use are focused on.The water demand forecast mainly includes Yiren Valley tourism water demand forecast and industrial water demand forecast.The supply and demand balance analysis includes primary balance analysis and secondary balance analysis.Water use rationality analysis includes water use efficiency analysis and total water use control index analysis.It can provide reference for water intake and rational analysis of similar reservoir projects.
