练江河中心城区段闸坝工程联合调度研究

城市河道修建多级闸坝,实现层层拦截蓄水,形成良好的水上景观,但随着闸坝数量增多,蓄水量增加,梯级闸坝汛期调度问题随之而来。闸坝是重要的水利工程,通过闸坝控制蓄泄水量可以实现水质水量联合调度,改善流域生态与环境。文章根据驻马店市练江河的基本情况,探讨练江河中心城区段闸坝工程调度运行的规则和具体措施,汛期在保障度汛安全的前提下,合理安排闸坝泄流时段和下泄流量;非汛期重点保障枯水期环境质量,维持河湖基本生态用水需求。通过练江河中心城区段闸坝科学、联合调度,减少洪灾损失,维持水生态环境,提高防洪效益和最大限度实现洪水资源化,具有十分重要的经济和社会意义。
Research on Joint Operation of Dam and Gate Project in Lianjiang Central City Section
Multi-stage sluice dams are built in urban river channels to intercept water storage and form a good water landscape.However,with the increase of the sluice dam number and water storage capacity,the problem of flood season operation of cascade sluice dams comes along.Sluice and dam are important water conservancy projects.Through sluice and dam control of water storage and discharge can realize the joint operation of water quality and water quantity,improve the basin ecology and environment.According to the basic situation of Lianjiang River in Zhumadian City,the operation rules and concrete measures of sluicing-dam project in central urban section of Lianjiang River are discussed in this paper,and the discharge time and discharge volume of sluicing-dam under the premise of ensuring the safety of flood season are reasonably arranged.In the non-flood season,ensuring the environmental quality in the dry season is the key task to maintain the basic ecological water demand of rivers and lakes.It is of great economic and social significance to reduce flood loss,maintain water ecological environment,improve flood control efficiency and maximize flood resource utilization through scientific and joint operation of sluicing-dam in central urban area of Lianjiang River.
