Analysis of Key Points for the Construction,Operation and Emergency Management of a Rural Water Supply Guarantee Project
The key points of construction,operation and emergency management of rural large-scale water supply guarantee projects are the important core link of the high-quality operation and development of rural large-scale water supply guarantee projects,and have the key significance of basic support for the comprehensive implementation of rural revitalization strategy.To this end,an analysis and research will be conducted on the practical case of the construction,operation and emergency management of large-scale water supply guarantee project in Tuole Village,Shiqiao Town,Pan County,Panzhou City.The results show that in order to understand the overall situation of the project,the first step is to comprehensively study the management measures of rural large-scale water supply guarantee engineering construction from the aspects ofestablishing a legal representative for engineering construction projects,establishing and improving the four systems operation and management mechanism for engineering construction,land acquisition,demolition and compensation measures in engineering construction,and supervision and management of engineering construction projects;At the same time,an analysis of the operation and management of large-scale water supply guarantee projects in rural areas will be carried out around several aspects such as the management subject and operation management method of engineering operation management,engineering maintenance and technical services,engineering operation management scope and protection scope,and engineering operation mechanism(mainly including the establishment of property rights for new construction,renovation or supporting engineering,the division of operation and management methods and management subjects,other measures to ensure the sustainable development of engineering benefits,and the improvement of water fee collection system).Then focus on the emergency management countermeasures of rural large-scale water supply guarantee project.It can provide reference for the construction,operation and emergency management of large-scale water supply guarantee project in Tuole Village,Shiqiao Town.
