Thinking on the Comprehensive Reform of Agricultural Water Price in Xinjiang
The comprehensive reform of agricultural water prices is a challenging and complex systematic work,which involves the improvement of corresponding policy measures and corresponding institutional systems.At the same time,it also needs to consider the interests of the government,irrigation management agencies,farmer water user associations,and other relevant parties,making the entire process more complex.Based on the actual situation of Xinjiang,the paper analyzes the management measures of total water consumption quota control,water price formation mechanism and innovative operation management and protection mechanism of the comprehensive reform of agricultural water price in Xinjiang.
