Characteristics,Risk and Its Prevention of Emergency Procurement and Contract Management of Water Conservancy Project
Water conservancy projects are the important part of national infrastructure,and their safe operation is vital to the safety of people's lives and property,and the development of economy and society.Therefore,emergency rescue of water conservancy projects are needed in case of natural disasters and other emergencies.Due to the suddenness and urgency of the project itself,the procurement and contract signing could not be carried out in accordance with the normal bidding and procurement process.If the preliminary work is not properly prepared,it will face potential risks in the implementation.Therefore,how to prevent risks has become the core issue of project implementation.This paper discusses the characteristics and risks of emergency rescue procurement and contract management of water conservancy projects,analyzes the risks,and puts forward risk prevention measures.The risks in emergency procurement and contract management could be effectively prevented by strengthening process management.
