Experience and Development Suggestions on Modernization and Upgrading of Hetao Irrigation District
Irrigation districts are the major public welfare infrastructures which have made great contributions to ensuring the national food security production and promoting the sound development of agricultural economy.In view of the problems that need to be paid attention to and studied in the modernization and upgrading of large irrigation districts in China,the author have conducted many investigations in Hetao Irrigation District in Inner Mongolia,and fully understood the relevant situation of the modernization and upgrading of the Hetao Irrigation District.This paper introduces the successful experience of Hetao Irrigation District in project construction,operation and management,points out the major problems existing in modernization and upgrading of Hetao Irrigation District,and provides countermeasures and suggestions for the modernization and upgrading of Hetao Irrigation District,that could provide reference for decision-making by water conservancy police makers and management departments of irrigation district.
