On Transformation and Reconstruction of the Environmental Judicial Jurisdiction System in the Yangtze River Basin
The Yangtze River basin has an important strategic position in the economic development and environmental protection,the fragmented mode of environmental judicial jurisdiction under the traditional administrative division is difficult to provide unified judicial protection for the integrity of the basin.Considering the practice of cross-regional jurisdiction of environmental cases,the Yangtze River Basin has formed a pattern of environmental judicial jurisdiction with diversified models,typi-fied trial models and complicated scope of accepting cases.There are some problems in environmental cases,such as lack of cross-regional jurisdiction basis,confusion of jurisdiction mode,difficulty in de-fining the scope of accepting cases and obstacles in connecting with other authorities.Therefore,the en-vironmental judicial jurisdiction system of the Yangtze River basin is improved by supplementing the cross-regional jurisdiction basis,unifying the mode of environmental judicial jurisdiction,clarifying the scope of accepting cases and strengthening the connection and coordination with other organs,so as to realize the integrated protection of its ecological environment.
