摘要
国内大循环是我国构建新发展格局的主体和基础,事关我国经济发展大局和未来发展主动权.大国经济具备规模性、内源性、多元性的独特优势,其强大内需能为经济内循环提供基础和动力,国内产业雁形推移是内循环的有效实现机制.国内大循环是一个动态平衡系统,"经济活动四个环节贯通"是内循环系统的核心维度、"要素循环畅通、国际外循环赋能、供给需求互促、产业门类关系协调、虚实经济均衡"是内循环系统的支撑维度.畅通国内大循环要从供给、需求、产业链和制度等多层面协同推进,突破供给约束堵点,推动形成强大国内市场,提升产业链韧性及数字化水平,以及完善市场化机制和提升经济治理能力.
Abstract
The domestic economic circulation is the main part and foundation for building a new devel-opment pattern in China,which is related to the overall economic development and future development initiative.The economy of major countries has unique advantages of scale,endogeneity and diversity.Their strong domestic demand can provide the foundation and driving forces for economic internal cir-culation,and the geese-shaped transformation of domestic industries is an effective mechanism for achieving internal circulation.The domestic economic circulation is a dynamic balance system:the core dimension of the internal circulation system is the integration of the four links of economic activi-ties;the supporting dimensions of the internal circulation system are the smooth circulation of factors,the empowerment of international external circulation,the mutual promotion of supply and demand,the coordination of industrial category relationships,and the balance of virtual and real economies.To smooth the domestic economic circulation,it is necessary to promote from multiple levels of supply,demand,industrial chain,and system,to break through supply constraints,promote the formation of a strong domestic market,enhance the resilience and digitalization level of the industrial chain,and im-prove market-oriented mechanisms and economic governance capabilities.
