A Study of the Impact of Rural Collective Property Rights System Reform on Rural Governance Based on the Village Community
As the reform of the rural collective property rights system continues to advance,its function of rural governance has gradually gained attention.On the basis of combing the evolution of the rural property rights system reform and the characteristics of property rights evolution,the impact of the re-form on rural governance and its path are analyzed based on the village community with the 2019 CRHPS data.The study shows that:1)the reform of the rural collective property right system has both economic and governance functions,which can enhance the effectiveness of rural governance by strengthening the strength of collective economic organizations and improving the initiative of village cadres;2)the effectiveness of the reform of rural governance in the eastern region is more significant than in the central and western regions,and the effect of the reform on the reshaping of the village com-munity is more pronounced in the villages with influx-type population and high collective incomes;3)the rural grid governance and self-governance organizations strengthen the rural governance effective-ness,while clan power can create resistance to the development of the collective economy with the ini-tiative of village cadres increased.This paper demonstrates the effectiveness of rural collective proper-ty rights reform in rural governance,and provides empirical evidence and policy reference for guiding the reform and improving rural governance.
