Novel research and development(R&D)institution is an important part of the national strategic science and technology forces.It has flexible models in management and operation,strong vitality in promoting industrial technology innovation and the transformation of scientific and technological achievements.With the arrangement of building an innovative city with global influence and a landmark of the biomedical industry in Nanjing,a large number of novel R&D institutions have emerged.Due to the multiple types of hazardous chemicals,the frequently changing process paths and the high turnover rate,it has brought great challenges to the safety management of novel R&D institutions.This study will take Nanjing biotech and pharmaceutical vally as an example,analyze the current situation of safety management of both novel R&D institutions and their newly-established firm,explore the safety supervision and service mode of them,and put forward corresponding countermeasures.
