摘要
文章对石油化工施工企业采购动态管理能力评价及提升策略进行了研究.首先,综合考虑动态管理出发点、参与人员、过程评价、优化目标、改进措施和结果反馈等方面,构建了石油化工施工企业采购动态管理能力体系;其次,从采购管控、财务状况、管理制度、管理人员、测试反馈等方面出发,构建了采购动态管理能力评价指标体系,并给出基于熵权-TOPSIS的评价模型;最后,提出"一个机制、两个抓手、三个保障、四个落脚点、五项任务"的采购动态管理提升策略,形成采购动态管理能力持续提升的PAMDC工作机制.
Abstract
This paper studies the evaluation and promotion strategies of procurement dynamic managerial capabilities of petrochemical construction enterprises.Firstly,petrochemical construction enterprises dynamic managerial capabilities system is constructed based on dynamic management starting point,participants,process evaluation,optimization goals,improvement measures and result feedback,etc.Secondly,construction enterprises dynamic managerial capabilities assessment index is constructed based on purchasing control,financial status,management system,management personnel,test feedback,etc.,and evaluation process model is given based on entropy-weight TOPSIS.Finally,in order to promote dynamic managerial capabilities,dynamic management promotion strategy of"one mechanism,two starting points,three guarantees,four footholds,and five tasks"is proposed,and PAMDC working mechanism is established.
