石化项目超概算原因分析及控制投资建议

摘要
根据《成品油与新能源蓝皮书》,2022 年国内总炼油能力、乙烯产能均成为世界第一.国内炼油、化工向大型化、一体化、基地化、园区化、数字化和绿色化发展.随着工程规模增大、技术更新加快,投资控制的难度也在日益增加,项目超概算现象时有发生.项目参与各方面对超概算没有行之有效的管理办法,文章结合石化项目案例对比分析超概原因,并提出一些控制投资建议供参考.
Abstract
According to"the Blue Book of Refined Oil and New Energy",the total domestic refining capacity and ethylene production capacity will become the first in the world in 2022.Domestic oil refining and chemical industry are developing towards large-scale,integration,base,park,digitalization and greening.With the increase of project scale and the acceleration of technological updating,the difficulty of investment control is also increasing,and the phenomenon of project overestimation occurs.This article analyzes the reasons for overestimation based on the case comparison of petrochemical projects,and puts forward some investment control suggestions for reference.
