摘要
为解决企业安全风险重复检查的问题,通过重新梳理法律法规和安全检查体系,借鉴审计形式从安全资料、安全思想、评价结果三要素进行探索,形成"审计式"安全检查体系.将"审计式"安全检查体系在化工园区进行实践,对化工园区不同类型企业按照新体系进行安全资料审计和安全思想审计,通过审计结果计算安全指数以对化工园区的安全水平进行评价.结果表明,该体系具有实用和推广作用,可以提升企业本质安全,解决目前安全检查中的短板,实现安全隐患动态可控、企业安全稳定运转.
Abstract
In order to solve the problem of repeated inspections of enterprise security risks,by reviewing laws and regulations and safety inspection systems,this paper explored the three elements of safety information,safety thinking and evaluation results using audit methods to form an"audit style"safety inspection system.The"audit style"safety inspection system is put into in chemical industrial parks,different types of enterprises in the chemical industrial park are audited in terms of safety data audits and safety thought audits according to the new system,and the safety level of the chemical industrial park are evaluated by calculating the safety index based on the audit results.The results indicate that the system has practical and promotional effects,which can enhance the intrinsic safety of enterprises,solve the shortcomings in current safety inspections,and achieve dynamic and controllable of safety hazards and safe and stable operation of enterprises.
