石油化工项目在建造、改造升级和调试的过程中,需要投入大量的人力和资源,人员的安全培训就成为此阶段重要的管理阶段.文章以某一石化改造升级项目建造施工为例,介绍了安全培训的目的和现状.通过确立培训关键人员的职责分工,明确项目安全培训管理基本要求,建立和实施安全培训计划和矩阵,开展培训后效果评估等一系列措施,增强参与人员的安全素质和意识,提高项目管理人员的水平和参与度,达到控制人员不安全行为和物的不安全状态的目的,最终确保项目平稳交付.
Safety Training Management and Implementation in Petrochemical Project
Petrochemical project construction,upgrading and commissioning process,need to invest a lot of manpower and resources,personnel safety training has become an important stage of management.Taking the construction of a petrochemical transformation and upgrading project as an example,this paper introduces the purpose and current situation of safety training.By establishing the division of responsibilities of key personnel for training,clarifying the basic requirements of project safety training management,establishing and implementing safety training plans and matrix,and conducting post-training effect evaluation,a series of measures are taken to enhance the safety quality and awareness of participants.Improve the level and participation of project management personnel,achieve the purpose of controlling the unsafe behavior of personnel and the unsafe condition of objects,and ultimately ensure the smooth delivery of projects.
