摘要
为有效防范化工园区重特大安全生产事故,文章探讨了国内外化工园区的安全治理发展现况,并分析了当前化工园区安全治理存在的共性问题,主要包括安全监管方式落后低效、应急救援体系不完善以及化工实训基地建设滞后等.随后,以广东翁源经济开发区华彩新材料产业园为例,详细阐述了其在安全治理方面的创新实践,即创设"监管+服务"机制,搭建"1+2+N"应急救援体系,优化化工实训基地建设,为其他化工园区的安全治理提供了有益参考.
Abstract
In order to effectively prevent major safety accidents in chemical industry parks,this paper discusses the current situation of safety governance development in chemical industry parks at home and abroad,and analyzes the common problems existing in the current safety governance of chemical industry parks,mainly including backward and inefficient safety supervision methods,imperfect emergency rescue systems,and lagging construction of chemical training bases.Subsequently,taking Huacai New Material Industrial Park in Guangdong Wengyuan Economic Development Zone as an example,this article elaborates on its innovative practices in safety governance:establishing a"supervision+service"mechanism,building an intelligent risk control platform for smart parks,implementing a"1+2+N"emergency rescue system,and optimizing the construction of chemical training bases.These measures provide a useful reference for the safety governance of other chemical industry parks.
