石化企业作业监护人系统化管理研究

摘要
在一些大型石化企业直接作业环节中安全管理仍未达到系统化有效管控水平要求,需深入学习并落实GB 30871-2022《危险化学品企业特殊作业安全规范》对特殊作业监护人提出的有关要求.文章根据企业安全管理现状结合同行业企业先进做法,从如何通过实施培训、面试、消项作业、累积记分等方面,提出了对直接作业环节监护人进行系统化管理的措施,有效筑牢了现场作业安全监护系列屏障,保障作业安全.
Abstract
In the direct operation of some large petrochemical enterprises,safety management has not yet reached the requirements of systematic and effective control level,and it is necessary to deeply study and implement the relevant requirements of the special operation guardian in GB 30871-2022《Safety Code for Special Operations of Hazardous Chemical Enterprises》.According to the current situation of enterprise safety management and the advanced practices of enterprises in the same industry,this paper proposes measures for systematic management of guardians in direct operation links through the implementation of training,interview,elimination of items,cumulative score,etc.,effectively building a series of barriers for on-site operation safety monitoring and ensuring operation safety.
