摘要
山东省石化行业经营主体多,少数企业和个人为谋取非法利益,违规设置自备油罐、非法经营流动加油车和黑加油站点,扰乱了正常的成品油市场秩序,并且严重破坏生态环境,存在巨大安全隐患.纵观山东省级部门"自流黑"监管机制的变化,了解"自流黑"的形成过程,从而建立"自流黑"标准化管理长效机制.
Abstract
There are many operating entities in the petrochemical industry in Shandong.In order to seek illegal benefits,a small number of enterprises and individuals illegally set up their own oil tanks,illegally operate mobile refueling trucks and black refueling stations,disturbing the normal order of the refined oil market,and seriously damaging the ecological environment,posing huge security risks.Throughout the changes in the"self-flowing black"supervision mechanism of the Shandong provincial departments,the formation process of"self-flowing black"is understood,thereby establishing a long-term mechanism of standardized management of"self-flow black".
