摘要
为落实国家《油气管网设施公平开放监管办法》中关于推广天然气能量计量计价体系的相关要求、推动解决能源公平计费问题,文章探究了不同品质的天然气混输计量计价的合理方式,以促进天然气产业快速高质量发展.文章结合福建省天然气行业各相关方对在福建省推广天然气能量计量计价体系的想法与建议,以及中国海油在福建省推广能量计量计价的应用实践及成效,为推动福建省成为国家全面推广天然气能量计量计价应用示范区域提供了方案思路.
Abstract
In order to implement the requirements of the Supervision Regulations of Equitable Access to the Oil and Gas Pipeline Network Facilities on promoting the natural gas energy measurement and pricing system,and promote the solution of the problem of fair pricing,this paper explores the reasonable way of measurement and pricing for mixed transmission of natural gas with different qualities,so as to promote the rapid and high-quality development of the natural gas industry.Based on the ideas and suggestions of relevant parties of the natural gas industry in Fujian province for promoting the natural gas energy measurement and pricing system in Fujian province,as well as the application practice and effectiveness of CNOOC in promoting energy measurement and pricing in Fujian province,this paper provides a scheme and ideas for promoting Fujian province to become a national demonstration area for comprehensively promoting the application of natural gas energy measurement and pricing.
