Oil refining industry is one of the pillar industries in the country.In practice,the environmental impact assessment of oil refining construction projects has reached a considerable level,but it still needs to be effectively combined with economic assessment.During this paper,it includes the cost-benefit method,the index system establishment of economic evaluation of the oil refinery construction project,and the calculation to all the index by using the method of environmental impact assessment.The result suggest that it is not only to increase the project cost for the investment in environmental protection,but also beneficial from the social angle.
