摘要
近年来,石化行业正在加速推进实施小微企业双重预防体系建设,以风险管控成效显著的小微标杆企业为基准,分门别类制定相关行业小微企业双重预防体系建设实施指南,引导同行业企业积极参与小微企业双重预防体系建设.为此,文章通过分析胜利油田胜兴集团有限责任公司坨四轻烃站小微企业安全生产双重预防体系标杆企业的创建过程,评估其运行效果及运行过程中所面临的问题,并提出相应对策,促进小微企业安全生产双重预防体系的建设,从而提高企业员工的安全素质和现场规范管理水平,全面提升防范和化解安全生产风险隐患的能力.
Abstract
In recent years,the petrochemical industry is accelerating the implementation of the construction of small and micro enterprises double prevention system,based on the small and micro benchmarking enterprises with significant risk management and control results,formulate the implementation guidelines for the construction of small and micro enterprises double prevention system in relevant industries by category,and guide enterprises in the same industry to actively participate in the construction of small and micro enterprises double prevention system.To this end,this paper analyzes the establishment process of small and micro enterprises safety production double prevention system benchmarking enterprise in Shengxing Oilfield Group Co.,Ltd.,evaluates its operation effect and the problems faced in the operation process,and proposes corresponding countermeasures to promote the construction of small and micro enterprises safety production double prevention system.Thus improve the safety quality of enterprise employees and the level of on-site standardized management,and comprehensively improve the ability to prevent and resolve safety production risks and hidden dangers.
