Practice and Enlightenment of the Government-enterprise Cooperation Mechanism for Emergency Rescue in Chemical Industrial Parks
Chemical industrial parks are characterized by a wide variety,large quantity,and high concentration of dangerous chemicals in production and storage,with a high accumulation of energy.If a production safety accident occurs and cannot be promptly and effectively handled,it can easily trigger a domino effect,bringing catastrophic consequences to the chemical industrial park.This requires chemical industrial parks and dangerous chemical enterprises within the park to firmly establish the concept of a"community with a shared future"and work together with the government to build an emergency response government-enterprise cooperation mechanism from the perspectives of joint construction of rescue stations,linkage and connection of government-enterprise contingency plans,joint storage of emergency supplies by government and enterprises,joint training and standby of rescue teams,and coordinated handling of emergencies.The goal is to quickly and effectively deal with various sudden accidents,resolutely avoid the phenomenon of accident expansion due to improper handling,and fully escort the high-quality development of chemical industrial parks.
