A Preliminary Analysis of the Integrated Operations Department Work in Refining and Chemical Enterprises Based on Systems Engineering Methods
The integrated operations department is a secondary unit subordinate to the refining and chemical enterprise,responsible for the operation of two or more process units(or tank farms),and possesses functions such as process flow,efficiency,HSE,and political functions.In this paper,in response to the common issues prevalent in the current integrated operations departments,proposed recommendations for optimizing top-level design and introduces the DoDAF methodology.To address the lack of data sharing and insufficient integration of business processes,suggested undergoing a digital and intelligent transformation,breaking down information silos,and enhancing the mining of data value.In response to the high-risk and heavy asset nature of the refining industry,which results in a low fault tolerance rate,recommended constructing simulation and parallel systems.It also put forward recommendations to strengthen the cultivation of composite talents that meet the requirements of the times.Finally,it looked forward to the tasks of the integrated operations department in the new era.
