As an important part of national critical infrastructure,the safety operation of refining and chemical enterprises has a pivotal impact on national security and social stability.This paper discusses how to achieve the standard construction of the primary key target in the face of the threat of terrorist attack and ensure the safe and stable operation of the refinery and chemical enterprises.Therefore,through in-depth research on domestic and foreign anti-terrorism prevention standards,combined with the characteristics of refining and chemical enterprises,this paper proposes a set of systematic anti-terrorism prevention measures,and verifies its effectiveness and practicability through case studies.
