With the global low-carbon revolution and the demand for energy transformation,the offshore petroleum engineering industry faces many challenges.As a key part of offshore oil engineering projects,procurement management involves the acquisition and deployment of various equipment,materials and services,which plays a crucial role in the success or failure of the projects operated by enterprises.Procurement planning is the core link of procurement management.Through reasonable demand analysis and scientific procurement planning,enterprises can accurately grasp the market demand and improve procurement efficiency,which is directly related to the operation efficiency,cost control,market competitiveness and long-term development of enterprises.This paper analyzes the characteristics of the procurement plan in offshore petroleum engineering industry,and discusses the management methods and models of the procurement plan.
