In the development history of Russia,there have been significant chang-es in its political and economic system,resulting in complex standard system documents and difficulties in executing industrial projects.This paper systematically elaborates on the background,reform situation and current structure of standardization in Russia from the perspective of en-gineering project execution,and introduces the legal content related to standardization.This paper also provides a detailed introduction to the types and definitions of standards in Russia,with a focus on the number-ing of Russia national standards(GOST and GOST R)and an explana-tion based on personal experience.This paper explains the mandatory is-sues of Russian codes,laws,decrees,resolutions and standards.Intro-duce the characteristics of the combination of mandatory enforcement of technical regulations and voluntary compliance with standards based on the provisions of the Russian Technical Regulation Law.This paper fo-cuses on the provisions of the Russian"Technical Regulation Law"and introduces the characteristics of the combination of mandatory enforce-ment of technical regulations and voluntary compliance with standards,discusses the types and characteristics of technical regulations,the rela-tionship between technical regulations and standards,and provides sug-gestions on how to implement Russian standards.This paper intends to help Chinese enterprises understand the complex hierarchical relation-ships of the Russian standard system,and provides reference and basis for executing engineering projects in Russia.
