鉴于煤层气资源勘探、开发、输送、销售和应用工作的复杂性,分析煤层气生产过程中的危险有害物质,识别煤层气生产过程中事故风险.借鉴突发事件应急指挥系统(ICS)思想建立煤层气勘探、开发、输送作业模式下的应急指挥体系,分别从应急组织机构建立、应急响应管理以及为保证应急有效性需要做的后期处置与应急保障工作进行了介绍,为中国海油煤层气开发建设的应急指挥智慧系统提供借鉴.
Risk Analysis of Coalbed Methane Mining and Construction of Emergency Command System Based on ICS
In view of the complexity of exploration,development,transportation,sales and application of coalbed methane resources,this paper analyzes the dangerous and harmful substances in the production process of coalbed methane,identifies the accident risk in the production process of coalbed methane,and establishes the emergency command system under the operation mode of coalbed methane exploration,development and transportation by referring to the idea of emergency emergency command system(ICS).This paper introduces the establishment of emergency organization,emergency response management,post-disposal and emergency guarantee work to ensure the effectiveness of emergency response,which provides reference for the emergency command intelligent system of coalbed methane development and construction of CNOOC.
