国家角色的变迁反映了国家对外政策变化的总趋势,韩国近年来对日政策强硬的背后就是其认为自身角色发生了变化.在经济上,韩日之间的垂直分工正在转向水平分工,韩国对日经济依赖显著下降.在政治上,自主国防能力的提高、地区局势的缓和以及美国斡旋不足等使得韩国追求和日本更具实质性平等地位.国家角色的变迁影响了韩国对日政策的决策逻辑,使其缺乏对日妥协的动力.但是,日本并不认可韩国的角色变迁,韩日间的角色冲突导致了双边关系的持续恶化.未来韩国对日政策是否会发生调整,则取决于韩国国家角色的变迁能否持续.
Abstract
The transition of national roles reflects the general trend of the change of national foreign policy.The reason why ROK has toughened its policy towards Japan in recent years is that it thinks its role has changed.In terms of economy,the vertical division of work between ROK and Japan has shifted to the horizontal division of work.The economic dependence of ROK on Japan has decreased significantly.In terms of politics,the improvement of independent defense capability,the relative relaxation of the regional situation and the lack of mediation by the US make ROK pursue a more equal status with Japan.The transition of national role has affected the decision logic of ROK's policy towards Japan and made itself lack motivation to compromise with Japan.However,Japan does not recognize the rising status of ROK.The role conflict between ROK and Japan has led to the continuous deterioration of bilateral relations.Whether ROK's policy toward Japan will be adjusted in the future depends on whether the transition of its national role can be sustained.
