摘要
以"节水优先"思路为引领,政府出台了一系列政策文件鼓励高等院校开展节约用水工作.截至2022年底,河北省节水型高校创建率仅为31%,节水潜力还有很大提升空间.积极探索高校深度节水控水新举措,研究和改进高校节水措施,可为河北省其他高等院校创建"节水型高校"提供参考.经过研究,高校节水措施正从制度管理、计量管理、定额管理、节水宣传、技术改造等常规节水措施向合同节水管理、非常规水利用、校内用水审计、阶梯水价管理、信息化智能管控平台建设、节水载体建设等多维度拓展,以寻求节水新思路、新举措、新路径.
Abstract
Guided by the concept of"prioritizing water conservation",the government has issued a series of policy documents to encourage higher education institutions to carry out water conservation work.By the end of 2022,the creation rate of water-saving universities in Hebei Province is only 31%,and there is still great potential for water conservation.Actively exploring new measures for deep water-saving and water control in universities,researching and improving water-saving measures in universities,can provide reference for other universities in Hebei Province to create"water-saving universities".Through research,water-saving measures in universities are expanding from conventional water-saving measures such as system management,measurement management,quota management,water-saving publicity,and technological transformation to contract water-saving management,unconventional water utilization,on-campus water audit,ladder water price management,information intelligent management and control platform construction,and water-saving carrier construction,in order to seek new ideas,new measures,and new paths for water-saving.
