New Situation of Administrative Examination and Approval of Sand Mining in Yangtze River Channel(Shanghai Section)
In October 2001,the State Council issued the"Regulations on the Management of Sand Mining in the Yangtze River Channel",marking the institutionalization and legalization of sand mining management in the Yangtze River basin.Since the implementation of the"Regulations on the Management of Sand Mining in Yangtze River Channel",the Ministry of Water Resources has also approved four rounds of sand mining plans for the middle and lower reaches of the Yangtze River in 2003,2011,2016,and 2021,providing a planned and scientific basis for sand mining management.During the process,the Shanghai Water Affairs Bureau,in conjunction with the Yangtze River Estuary Waterway Management Bureau of the Ministry of Transport and the Shanghai Maritime Safety Bureau,formulated an implementation plan for the Shanghai section for each round of sand mining planning,so as to ensure the stability,flood control safety,navigation safety,and water ecological protection of the Yangtze Estuary.By comparing the implementation plans of the third and fourth rounds of sand mining in the Yangtze River(Shanghai section),and considering the changes of the Northport and relevant requirements of the surrouding water ecological enviroment reserves,the new situation of administrative examination and approval for sand mining in the Yangtze River was analyzes in this paper.
