摘要
水利工程建设招标投标工作是在严格遵照相关法律法规和水利行业有关规范制度的要求下进行的程序性工作,对法规的充分理解和有效运用是十分重要和关键的.在招标投标工作的具体实践过程中,对法规制度的理解和认识都可能会存在不同程度的偏差.通过分析探讨水利工程招投标管理工作过程中的常见关键问题,包括招标投标法与政府采购法的关系、可以不进行招标和重新招标的情形、水利工程领域保证金及合同实质性内容的变更等问题,提出自己的认识和观点以供同行者参考.
Abstract
The bidding and tendering work for water conservancy engineering construction is a procedural work carried out strictly in accordance with relevant laws and regulations and the requirements of the relevant norms and systems in the water conservancy industry.The full understanding and effective application of regulations is very important and crucial.In the specific practical process of bidding and tendering work,there may be varying degrees of deviation in the understanding and understanding of regulations and systems.The common key issues in the process of water conservancy engineering bidding management are analyzed and explored,including the relationship between the"Tendering and Bidding Law"and the"Government Procurement Law",situations where bidding and re bidding can be avoided,and changes in the substantive content of guarantees and contracts in the field of water conservancy engineering.It elaborates on its own thinking and understanding for exploration and reference.
