天津永定河系防洪对策研究

摘要
系统梳理了天津永定河系防洪工作现状,指出河道堤防、蓄滞洪区、水工程调度和防洪预案等方面存在的问题.针对目前天津永定河系防洪体系存在的短板弱项,提出切实可行的应对策略,主要包括:加强防洪工程建设和管理,加强蓄滞洪区建设和管理,提升水工程调度智慧化水平,强化防洪非工程措施.
Abstract
The current situation of flood control work in the Yongding River System in Tianjin is systematically sorted out.The problems existing in river embankment,flood storage and detention area,water engineering dispatching and flood control plan are pointed out.In view of the shortcomings of the current flood control system of the Yongding River System in Tianjin,practical and feasible countermeasures are proposed,including strengthening the construction of flood control projects,comprehensively promoting standardized management,strengthening the construction and management of flood storage and detention areas,finding out the basic data of the project,constructing a map of water project dispatching,improving the level of dispatching intelligence,and improving the plan and other measures.
