In such a large agricultural country as China,water resources are mainly used for agricultural irrigation.Overall,water efficiency is not high.The implementation of comprehensive reform of agricultural water prices can improve agricultural water efficiency,alleviate the contradiction between water supply and demand,promote the healthy operation of agricultural water conservancy projects,and enhance farmers′awareness of spontaneous water-saving.Aiming at the water shortage area in Hebei Province,The formation mechanism of agricultural water prices in Zhangnan Canal Irrigation District of Shexian County is analyzed emphatically.A water-saving reward reform model is proposed based on the actual situation of irrigation areas,which is in line with the actual situation of agricultural water resource utilization in Shexian County.It has certain reference significance for the comprehensive reform of agricultural water prices in small and medium-sized irrigation areas in water-deficient areas.
