With the implementation of the reform of Integrated Management System of water affairs,the water-related administrative functions are further integrated in various regions,and after the comprehensive administrative law enforcement reform,each regional water administrative department will be under the supervision of a team to enforce the law.In the face of complex water violations,how to choose the appropriate articles from the complicated administrative laws to carry out the punishment of"Excessive punishment is equivalent to punishment",it is worth studying deeply.Article 29 of the new administrative punishment law of the People′s Republic of China,which came into 2021 on July 15,stipulates that"No further punishment shall be imposed for a single incident.",and the principle of"One punishment for one punishment".This paper analyzes how to choose legal punishment according to the principles of"No more punishment for one crime"and"One severe punishment"through specific cases and hypothetical situations.
