摘要

江西作为水利大省,水利建设市场主体类型多、数量大,监管任务重、难度大,信用信息分散于各相关行业、部门,缺乏有效的信用信息共享机制,阻碍了水利建设市场信用体系建设.围绕江西省水利建设市场监管平台的建设,深入分析了江西省水利建设市场监管工作现状和业务需求,提出了水利建设市场监管平台设计思路和总体框架,详细介绍了平台实现功能及运用成效.监管平台形成了水利建设市场主体信用档案,实现了信用信息互通,在省内水利建设市场准入、招投标、资质(资格)管理等方面发挥了重要作用.

Abstract

As a major water conservancy province,Jiangxi Province has a large number of types and quantities of water conservancy construction market entities,with heavy regulatory tasks and difficulties.Credit information is scattered across various relevant industries and departments,and there is a lack of effective credit information sharing mechanism,which hinders the construction of the credit system in the water conservancy construction market.This article focused on the supervision platform construction of the water conservancy construction market in Jiangxi Province,deeply analyzed the current situation and business needs of water conservancy construction market supervision in Jiangxi Province,proposed the design concept and overall framework of the water conservancy construction market supervision platform,and introduced the functions and application effects of the platform in detail.The supervision platform formed the main body of the water conservancy construction market players,achieved the exchange of credit information,and played an important role in the market access,bidding,and qualification management of water conservancy construction market.
