天津水务实现碳达峰碳中和的研究

摘要
从国家层面和市级层面分别介绍了实现碳达峰碳中和目标的政策保障,提出了碳达峰碳中和目标的实现途径以及对水务的需求,总结了天津水务在实现碳达峰碳中和方面取得的主要成绩,分析了在节水、水土流失治理和绿色转型方面制约天津水务实现碳达峰碳中和目标存在的主要问题,提出要从切实加强组织实施、积极推动绿色转型、减少碳排放和增加碳汇4个方面努力做好工作,推动天津水务绿色高质量发展.
Abstract
The policy guarantee to achieve the target of carbon emission peak and carbon neutrality is introduced from the national level and the municipal level,and the way to achieve the target of carbon emission peak and carbon neutrality and the requirements for water affair are proposed.The major achievements of Tianjin Water utilities in achieving peak carbon neutrality are summarized.The main problems restricting Tianjin Water to achieve carbon emission peak and carbon neutrality in terms of water saving,soil erosion control and green transformation are analyzed.Through the research,the four aspects of effectively strengthening organizational implementation,actively promoting green transformation,reducing carbon emissions and increasing carbon sink are proposed,so as to promote the green and high-quality development of Tianjin Water.
